RESOLUTION

A RESOLUTION LIMITING COWLEY COUNTY EMPLOYEE

PAYROLL DEDUCTION PLANS

 

WHEREAS, there are currently eleven (11) companies selling services to Cowley County Employees for which the County is providing payroll deductions and preparing monthly payment check to those companies; and

 

WHEREAS, the number of County employees currently enrolled in these private offered employee benefit programs varies from one (1) employee in one program to thirty-two (32) employees being enrolled in another program; and

 

WHEREAS, although such services and products are good and desirable benefits to the employees who choose them, the payroll deduction procedure results in a cost and inconvenience to the County Payroll and Finance Department; and

 

WHEREAS, the Commission has deemed it advisable to establish a minimum level of participation by County employees prior to permitting any additional private companies to make its services available to County employees through employee payroll deductions; and

 

WHEREAS, in past years, the County has allowed private companies offering employee benefit programs meet with County employees during those employees; work periods and that permitting such contact during the employees’ work periods, may have a detrimental effect on the work product of the County employees; and

 

WHEREAS, the County Commission has deemed it advisable to establish a policy prohibiting contact with County employees during those employees’ work periods.

 

NOW, THEREFORE, be it resolved by the governing Board of Cowley County, Kansas that:

 

  1. The payroll deduction services now provided by the County shall be limited to the current eleven (11) companies selling services to County employees. That no additional payroll deduction services with the County will be accepted for any additional companies unless at least twenty-five percent (25%) of the then existing County employees have elected to participate in that company’s services.
  2. In the event any of the eleven (11) companies currently selling services to the County employees or in the event any additional company desires to consult with any County employees, such companies shall not be permitted to consult with County employees during the employees’ work periods. Such company shall be permitted to receive from the employee, a written permission provided on a standard form, providing a list of employees willing to be contacted on their off work time.
  3. That County facilities will be made available for presentations to County employees desiring to consult with such company or companies provided the use of County facilities are either before or after regular work hours and that such use of the County facilities will not otherwise interfere with County functions and operations.
  4. That nothing herein shall be construed as removing the privilege of the current eleven (11) companies selling services to County employees to continue to collect premiums through employee payroll deductions.

 

THIS Resolution shall become effective upon its publication in the official County newspaper.
